(12/195) Torture and Ill-Treatment in Prison
It is learned from the news coverage of December 16, 2020 that, 4 prisoners in Antalya Alanya L Type Prison who join the hunger strike that started in prisons, demanding an end to isolation of PKK leader Abdullah Öcalan; and who wrote letters addressing the Minister of Justice for the hunger strike, were subjected to disciplinary proceedings and were given 11 days of solitary cell confinement each.

It is learned from the news coverage of December 16, 2020 that, political prisons in Elazığ High Security Prison No 1 were forced to be police informants, a prisoner were given only one book in two months, the magazines that prisoners demand were not given although no ban was imposed on them; social, cultural and sports rights of prisoners were restricted; hot water cuts occur from time to time; and the food given to prisoners was inadequate and of poor quality.

It is learned from the news coverage of December 16, 2020 that in Elazığ High Security Prison No 2, social, cultural and sports rights of prisoners were restricted; some newspapers and Kurdish books sent to prisoners were not given although no ban was imposed on them; and the food given to prisoners was inadequate and of poor quality.

It is learned from the news coverage of December 16, 2020 that in Elazığ T Type Prison the food given to prisoners was inadequate and of poor quality and social, cultural and sports rights of prisoners were restricted.

It is learned from the news coverage of December 15, 2020 that, Cüneyt Gül, a prisoner kept in a single cell in Isparta E Type Prison was subjected to physical violence of the correction officers on August 5, and December 1, 2020. It is reported that lawyer of Cüneyt Gül made a criminal report to Isparta Public Prosecutor’s Office after the violence he was subjected to on December 1, 2020.

It is learned from the news coverage of December 15, 2020 that, following the hunger strike, started in Kayseri Bünyan T Type Prison No 2 demanding an end to isolation of PKK leader Abdullah Öcalan, radios and televisions of prisoners were seized after ward searches and prisoners were not given newspapers.

It is learned from the news coverage of December 7, 2020 that, Selda Karataş, a prisoner in Kocaeli Gebze Women’s Prison, who was being taken to the courthouse for a trial, was forced to be searched once again after being searched two times already, and after a quarrel took place she was subjected to verbal and physical violence of the gendarmerie officers on duty. It is stated in the news reports that Selda Karataş lost consciousness after she was pushed by a gendarmerie officer with a knee on her throat. It is reported that Selda Karataş was injured at wrist, knees and face.

It is learned from the news coverage of December 7, 2020 that, in Diyarbakır Women’s Prison hot water was not provided n a regular basis and letters sent to prisoners were being delivered with a delay.

It is learned from the news coverage of December 7, 2020 that in Kocaeli Gebze Women’s Prison, tap water for prisoners was being restricted.


(12/074) Torture and Ill-Treatment in Prison
It is learned from the news coverage of December 4, 2020 that, Mehmet Sıdık Meşe, a prisoner in Diyarbakır T Type Prison No 3, was subjected to physical violence of the correction officers. It is stated in the news reports that Mehmet Sıdık Meşe was injured at one ear and eyes because of torture and ill-treatment. Mehmet Sıdık Meşe’s lawyer stated the following: “There are hepatisation under the right eye, black ecchymosis under the eyelashes, blood blister around the pupil; black ecchymosis at the bottom of eyelashes on the left eye and swellings on both eyes.

My client has a blurred sight. There is hepatisation in the left eye, and bruises like scratches and rash under the same ear towards the neck. My client said he has difficulty in moving his neck, and has severe pain in the bruised area. The area under the right shoulder has a rash, and there is severe muscle pain in the upper left arm, and armpits; and there is a bruised area in the back covering both sides of the spine which suggests being hit by an object.

There are bruises around the waist, and palm sized bluish purple ecchymosis under and on both sides of both feet. (…) On December 2 and 3, unexceptional contacts were made with my client. He was systematically called by the prison administration and recommended and preached to drop the issue.”

It is learned from the news coverage of December 4, 2020 that, personal belongings (nook, notebook, desk, television and radio) of a prisoner, Serhat Karsu, who is kept in a single ward in Rize Kalkandere L Type Prison, was seized by correction officers after a ward search and that he was subjected to physical violence of the correction officers for he rejected to this.

It is learned from the news coverage of December 4, 2020 that the food given to prisoners in Hatay T Type Prison is inadequate.

It is learned from the news coverage of December 4, 2020 that, in Antalya L Type Prison, prisoners were not given the winter clothes that are sent by their relatives, the letters written by prisoners were not sent and the letters addressed to them were not delivered.

It is learned from the news coverage of December 5, 2020 that, the wards of prisoners who are on hunger strike to demand an end to isolation of PKK leader Abdullah Öcalan, were raided by correction officers three times a day; and their personal belongings were scattered, their books and pencils were seized.

It is learned from the news coverage of December 5, 2020 that Latif Mollaahmetoğlu, a prisoner in Bolu F Type Prison, was subjected to physical violence of the correction officers on the grounds that he chanted slogans and banged the doors as a protest. A relative of the prisoner stated the following: “They dragged my brother into the visit room. They rushed into the room before the visit was over and dragged him out.”

It is learned from the news coverage of December 5, 2020 that, prisoners above the age of 65 in Urfa T Type Prison No 2 were kept in single wards, as a part of precautions for Covid-19 pandemic.

It is learned from the news coverage of December 5, 2020 that 408 prisoners in Siirt E Type Prison are being transferred to Batman Beşiri E Type Prison on the grounds of closure of the prison in Siirt.


(12/059) Torture and Ill-Treatment in Prison
It is learned from the news coverage of December 3, 2020 that, in Izmir Şakran T Type Prison 30 prisoners are kept in a ward for 14 people, and prisoners are given only 27 beds, the food given to prisoners is very few, and the wards are cold because the heating does not work enough.

It is learned from the news coverage of December 3, 2020 that, in Muğla Seydikemer Prison, 35 prisoners are kept in a ward for 18 people.

The report of Progressive Lawyers’ Association (ÇHD) Ankara branch Women and Gender Studies Committee on their visit to Ankara Sincan Women’s Prison is declared on December 2, 2020. According to the report, in Sincan Women’s Prison, non-contact visit is restricted to twice a month, social and cultural rights of prisoners are restricted, the goods at prison commissary is of poor quality but sold at high prices, prisoners are not given the newspapers they demand, packages sent to prisoners are delivered with delay, the meals are inadequate and of poor quality, the heating does not work sufficiently, and power sockets in common areas do not work.
